Annual Members Meeting – February 2024

Board of Directors Annual Business Meeting 
Monday, February 5, 2024

Attendees:  2024 Board of Directors:  President Craig Conwell; Treasurer Chester Watts; and Secretary Judy Kibler.; and homeowner members of the Association.

  1. Call to Order – President Conwell called the meeting to order at 7:05 p.m.
  2. Calling of the Roll and Certifying Proxies – Secretary Kibler noted that three Directors were in attendance.  Roll call was dispensed.  One homeowner was also in attendance.  Three proxies were returned to Treasurer Watts and certified by Secretary Kibler.
  3. Proof of Notice of Meeting – Secretary Kibler reported that the meeting was duly publicized, with meeting minutes emailed to all homeowners.  In addition, signage was positioned at each entrance on February 2, 2024.  
  4. Opening Address – President Conwell acknowledged 2023 experienced increased costs with the addition of lawn maintenance on the East Bay Boulevard and increased insurance costs.  Insurance costs are anticipated and will continue to be monitored.  The landscaping budget was reduced by $1,000; meeting room costs increased from $25 per meeting to $50 per meeting; and the hospitality budget was reduced from $1,000 to $300.      
  5. Reading of the minutes of the February 6, 2023 Annual Meeting – A motion to dispense with the reading of the February 6, 2023, Business Meeting minutes was made by Treasurer Watts, and seconded by Judy Kibler.
  6. Treasurers Report – Treasurer Chester Watts.
    1. Previous year income and expense:  The 2023 budget was established at $6,150.00.  Final expenditures for 2023 totaled $7,150.  The $1,000 increase resulted in increased costs in lawn maintenance on East Bay Boulevard and insurance which increased from $700 to $803.  The ending bank balance YE 2023 was $16,254.76.  
    1. 2024 Budget: The 2024 Budget was established at $6,190.00.  Dues received to date totaled $3,500 with 22 homeowners yet to respond.  All homeowner fees are due by February 15, 2024, in order to avoid a late fee.
  7. Committee Reports:

a.  Compliance Committee Report –

Continued communications are ongoing with one homeowner about CC&R infractions.  The Homeowner has replaced the tarps and continues to manage the situation through the proper legal channels.  

b.  ACC Committee Report –

  1. The Compliance Committee continues to seek a homeowner to serve on the committee. The Bylaws require the committee to consist of three members to address homeowners’ complaints.
    1. Fences on the East Bay Boulevard need attention as there are missing boards and some fences are propped up. Homeowners are responsible for maintaining their fences in the appropriate manner.  (1915 & 1923 & 1971 Melissa Oaks)
    1. President Conwell contacted Florida Power & Light (FP&L) and FP&L replaced the lights on the corners of Melissa Oaks and Elodie Lane. 
  2. Election of 2024 Board of Directors – President Conwell recommended that the HOA maintain a slate of five directors.  The Motion was seconded by Treasurer Watts.

  3. Old Business – Treasurer Watts is investigating the curb painting initiative and will report back at the next HOA meeting.
  4. New Business – A neighborhood potluck is scheduled for Saturday, May 4th.  More information to come regarding the event 
  5. Next Meeting: The next HOA Meeting is scheduled for Monday, April 1st, 2024, at St. Sylvester Church at 7 p.m.
  6. Adjournment. There being no further business to review, the Motion was made by President Conwell, seconded by Treasurer Watts, to adjourn at 8 p.m.
