| Attendees: 2025 Board of Directors: President Craig Conwell, Treasurer Chester Watts, and Secretary Judy Kibler; and four homeowner members of the Association. I. Call to Order: President Conwell called the meeting to order at 7:01 p.m. II. Report of Notice of Meeting: President Conwell mailed out the agendas on 4/27/2025; and the neighborhood signs were posted on 4/30/2025. III. Agenda Modifications: None requested. IV. Disposal of Unapproved Minutes – February 5th, 2005 – Annual Meeting: A motion was made by Kristen Conwellto dispose of the unapproved minutes and the motion was seconded by Barbara Fleming. V. Report of Officers: 1. Treasurer’s Report: Treasurer Watts. The checking account balance as of 12/31/2024 was $15,199.50. The 2025 Budget was established at $7,850 with the lawn service expenses of $4,000 accounting for the largest line item. Checking account balance as of 04/30/2025 was $19,002.09. A motion to accept the Treasurers’ Report was made by Judy Kibler and seconded by Kristen Conwell to accept the Treasurer’s Report. VI. Committee Reports: 1. Compliance Committee Report: The Compliance Committee, Barbara Fleming, Mitzi Williams, and Anne Hallecy, were in attendance. The Compliance Committee represents both streets: Elodie Lane and Melissa Oaks and reported on the following items: Noted issues include: Trash bins being visible from the road and/or to their neighbors: There are two homes on Melissa Oaks who are not complying with the CC&R. Notifications will be mailed to these homeowners. Mailboxes with either lights out or missing globes: One home is missing a globe; and several homeowners need to replace their light bulbs. Notifications will be mailed to these homeowners. Lawn maintenance: Homeowners bear the responsibility for the upkeep of their individual properties, including landscaping and compliance with community standards which include mowing and edging. Items left in front of residences long term: None reported. Vehicles parked in the street: Significant improvement with little to no parking in the street. Garage doors left open: None reported. Inoperable vehicles: None reported. Fences that need attention: None reported. Unauthorized trailers parked in the driveway: None reported. Homeowners are encouraged to correct such infractions at their earliest convenience and refer to the HOA CC&Rs for specifics. Notices will be forthcoming for homeowners who continue to ignore the CC&Rs. Failure to comply with the infractions will incur fines. VII. Old Business: a. Dues notices were mailed to each homeowner in late November with a due date set for January 1, 2025. Currently there is one homeowner to report who has not paid their dues. A certified letter from the Board will be sent to the homeowner giving them 30 days’ notice until the matter will be turned over to legal and the lien processes on the property. VIII. New Business: Remaining meeting schedule for 2025: August 4th and November 3rd. a. A homeowner raised concern about street parking for short-term guests and the definition of a short-term guest. President Conwell submitted a draft proposal regarding street parking concerns which was reviewed and discussed by the homeowners in attendance. After a length discussion, a motion to accept the resolution as designed was made by Barbara Fleming and seconded by Ann Hallecy. Short-term parking is defined as a maximum of ten (10) days regardless of vehicle movement. Official notices will be mailed to all homeowners. IX. Next Meeting: The next HOA Meeting is scheduled for Monday, August 4th, 2025, at St. Sylvester Catholic Church at 7 p.m. X.
