Board of Directors Business Meeting Minutes
Monday, May 5th, 2025
St. Sylvester Catholic Church Room 204, 7:00 p.m.

Attendees: 2025 Board of Directors: President Craig Conwell, Treasurer Chester Watts, and Secretary Judy Kibler; and five homeowner members of the Association.
- Call to Order: President Conwell called the meeting to order at 7:00 p.m.
- Report of Notice of Meeting: President Conwell mailed out the agendas on 7/27/2025; and the neighborhood signs were posted on 8/1/2025.
- Agenda Modifications: None requested.
- Disposal of Unapproved Minutes – May 5th, 2005: A motion was made by Chester Watts to dispose of the unapproved Minutes, and the motion was seconded by Barbara Fleming.
- Report of Officers:
- Treasurer’s Report: Treasurer Watts.
- The checking account balance as of 7/31/2025 was $17,758.01. Since 05/31/2025, all expenses have been attributed to lawn maintenance. A motion to accept the Treasurers’ Report was made by Steve Rosati and seconded by Mitzi Williams.
- Committee Reports:
- Compliance Committee Report:
- The Compliance Committee, Barbara Fleming, Mitzi Williams, and Anne Hallecy, were in attendance. The Compliance Committee represents both streets, Elodie Lane and Melissa Oaks, and reported on the following items:
- Trash bins being visible from the road and/or to their neighbors: There is one homeowner on Melissa Oaks who is not complying with the CC&R. A second notification will be mailed to this homeowner.
- Mailboxes with either lights out or missing globes: Several homeowners need to perform maintenance and/or replace light bulbs as follows:
- Melissa Oaks: 1902 & 1919 & 1943 & 1951 & 1952
- Elodie Lane: 1929 & 1946
- Lawn maintenance: Homeowners bear the responsibility for the upkeep of their individual properties, including landscaping and compliance with community standards which include mowing and edging and hedge trimming.
- Items left in front of residences long term: Lawnmower at 1971 Melissa Oaks. Please dispose of this item promptly.
- Vehicles parked in the street: Significant improvement with little to no parking in the street.
- Garage doors left open: None reported.
- Inoperable vehicles: None reported.
- Fences that need attention: There are some fences on Highway 399 reported as needing maintenance. Please survey your fences on Highway 399 and perform the required repairs.
- Unauthorized trailers parked in the driveway: Trailer was reported parked in the driveway on Melissa Oaks for several days but has since been removed. As a reminder, homeowners need to request a parking pass for RVs, campers, trailers, and/or boats should you need additional parking time from the Board of Directors with no issues. By submitting a request for an exception, the Board of Directors can respond to the complainant as to when the parking pass expires.
- Homeowners are encouraged to correct such infractions at their earliest convenience and refer to the HOA Governing Documents for specifics. Notices will be forthcoming for homeowners who continue to ignore the CC&Rs. Failure to comply with the infractions will incur fines.
- The Compliance Committee, Barbara Fleming, Mitzi Williams, and Anne Hallecy, were in attendance. The Compliance Committee represents both streets, Elodie Lane and Melissa Oaks, and reported on the following items:

- All 2025 Dues have now been collected. Please note all dues are due January 1 of each year.

- New Business: Remaining meeting schedule for 2025: November 3rd.

- A homeowner raised concern about streetlight outages; trailer parking; deteriorating fences and poorly maintained yards. All have been addressed in section 6.

- Next Meeting: The next HOA Meeting is scheduled for Monday, November 3rd, 2025, at St. Sylvester Catholic Church at 7 p.m.
- Adjournment: There being no further business to review, the Motion was made by Barbara Fleming and seconded by Steve Rosati, to adjourn at 7:57 p.m.
