| Attendees: 2023 Board of Directors: President Craig Conwell, Vice-President Lori Ann Jacobson, Secretary Judy Kibler, Treasurer Chester Watts, and homeowner members of the Association. HOA Members: Andy Jacobson; Kristen ConwellI. I. Call to Order – President Conwell called the meeting to order at 7:04 p.m. II. Report of Notice of HOA Meeting – The HOA Agenda was emailed to all members on July 8, 2023, with signs posted on July 5, 2023. III. Agenda Modifications – None requested. IV. Disposal of Unapproved Minutes – March 6, 2023 – Motion to accept the minutes was made by Chester Watts and seconded by Kristin Conwell. V. Report of Officers – State of Treasury – Treasurer Chester Watts reviewed the Income and Expenditures Report for the time period of May thru June 30, 2023. Income reported was $6,000.00: YTD expenditures totaled $2,851.06; resulting in a balance of $3,148.94. All homeowners have paid their annual dues. On a motion by Lori Ann Jacobson, seconded by Chester Watts, the financial report was approved. VI. Committee Reports A. Compliance Committee Report – One of our Compliance Committee members has relocated, and the Compliance Committee is in search of a replacement committee member. The Compliance Committee will begin issuing letters and fines will commence on August 1st. Listed below are the violations reported since the last meeting.i Unlawful four-wheeler on Main Road. Chester will review the Florida law regarding unlicensed four-wheelers on state roads. ii Vehicles are blocking sidewalks. Santa Rosa County Policy Department will be notified of these violations. iii Trash cans are left in the street up to a week after the cans had been emptied. As a reminder, please remove your trash cans from the road and store your trash bins so they are hidden from the view from the street either behind your fence or in your garage. iv Mailbox lights burned out and needs replacing. B. ACC Committee Report – One property within Melissa Oaks continues to present a compliance issue, with present litigation between the homeowner and insurance company. C. Beautification Committee Report – Patriotic decorations were set out by Kristen and Craig Conwell at the entry signs. A high school student was givenvolunteer hours for distributing and retrieving the flags that were set up for the 4th of July. VII. New Business A. President Conwell reviewed the HOA meeting schedule for the remainder of the year: September 11th, November 6th, and December 4th. All meetings are held at the St. Sylvester Catholic Church in Room 205. B. The HOA’s next business meeting will be September 11that 7:00 p.m., same location. VIII.
